MINISTER SUSTIANS COURT ORDER

The Department of Basic Education (DBE) met the court order to release the new draft of the Norms and Standards for public School Infrastructure, last week.
In July, the Bhisho High Court issued an order that specified that the Minister of Basic Education, Angie Motshekga must publish for comment, a rewritten draft regulations for minimum uniform norms and standards for school infrastructure by no later than Thursday. The court order also ordered the minister to prescribe final norms by end of November this year.
Motshekga had previously failed to abide to a specified timetable, settled out of court with Non-governmental Organisation, Equal Education (EE), last November. The final regulations were due on May 15, 2013; a deadline which minister Motshekga did not meet, than EE took Basic Education Minister to court.
EE’s deputy secretary told Mail& Guardian that it will be assessing whether DBE meets the requirements of the South African School Act and the constitution.
The EE press release states that it welcomes the new draft and that their legal representatives are currently scrutinising the new draft and will deliver comment in due course.
The draft invites interested individuals and organization to comment on the regulations in writing to the Department of education by October 11, 2013.
